Why is it that the "well regulated militia" part seems to escape the notice of the people who are only able to remember the second part that is dependent upon the first?

It is clearly not a universal "right to bear arms"; it is the right of local authorities to have and maintain armed militia -- e.g. police and National Guard units.

Unfortunately the US Supreme Court, which is dominated by Republican appointees, now puts a much wider interpretation on the  Second Amendment.
