Learning to PP

Can anyone recommend any good resources on learning to PP focused less on the software platform and more on what you should look for in a photo. I just don't know where to start when I look at a photo and end up randomly playing with things to see what happens. I was thinking I just need to read about how to look at photos, and correcting common errors in photos (regardless of software).

At the moment, I'm just using Picasa, and I have the option to use Picnik as part of that. I don't have LR or PS.

For example, I took this photo and PPed it as best I could in Picasa, but honestly I didn't know how to approach it systematically to get the right result.
