I've just bought a new i5 laptop as a present and during my research the one thing I noticed was that USB3 sockets are much more likely to be on a Win8 machine, and that was one big reason I got a Win8 laptop.  A cold start is very swift for a laptop, about 15 sec. although I realise MS have been playing around with hibernation.  Still, if it works reliably that's OK.  The interface is awful but workable for Joe Public, just inefficient.
