That is one of the dirtiest images of a sensor I've seen. And the circled area sure looks like it is a pattern, i.e., repetitive and unlikely to be a smear. The only way I could imagine this to happen is by use of one of the urethane tipped cleaning stylii, which doesn't makes sense in this case, as it should have picked up the other particles.
