Why has Canon sensor technology stalled?

The EOS Rebel T4i (aka the EOS 650D) came out in 2012, about 7 years after the Rebel XT (aka the EOS 350D) came out, and for fun I compared DXOMark ratings but was appalled at how they weren't that far apart. The 7D is a more substantial step up from a Rebel XT, but even there not a huge difference once both are scaled for a standard print size.

I owned a Rebel XT for a while and had fun with it. It was pretty good for its time. But 7 years is an ice age in semiconductor terms. I mean, back when the XT was launched, George W. Bush was coming off re-election, the iPhone didn't exist yet, the Lakers were good, and Nikon (or Sony?) sensor tech was behind Canon sensor tech.

Is there a reason why Canon's sensor development has slowed to a crawl in recent years? Is it because they are using much larger process sizes than Sony, or is it something else? Is Canon going to ever invest in new sensor fabs or technologies like Sony, or heck, even Aptina?
