What are you going to shoot?  Always use the smallest teleconverter that you can get away with.  The higher the magnification, the more loss of light and f/stop, the harder it is for the camera to focus.  At higher magnifications, lens aberrations become more noticeable.

On the 70 - 200 (both versions), I will use a TC 1.4 with little thought and care, the 1.7 on occasion and the 2.0 under duress (Too lazy to take the 400).

I'm not terribly enamored with any of the VR systems.  The VR1 gets about 1 stop reliably (three on a hit and miss level), the VR 2 about 2 stops, more or less reliably.  I tend to go to a tripod or a modified hold but that's likely a function of what and where I shoot.  YMMV.
