Speedlights start out by not having a great deal of light. Shooting in the stroboscopic mode allow you to set a number of flashes you want per second, for a user set-able length of time and at a certain power level.

Using it to get say 8 shots in a second would have to be set to 8 pops per second, for 1 second, at 1/8th power.  Not too much light there. Need to be close to subject.
