There are not many cameras that can easily focus under those conditions. Like other cameras, the S100 may have difficulty focusing in low contrast scenes.

Try to lock focus on something with higher contrast of equal distance to the main subject in the scene, then recompose before taking the shot. Also, make sure you're not zooming in, shoot at wide angle where the aperture is 2.0. I almost never zoom in when shooting low contrast/low light scenes.

Some of these tips may help.
