55-200 will last you a while when you need a longer reach (trust me it won't take long) you can get Canon 400/5.6 prime that's relative cheap, lightweight and very sharp. If you want zoom lens Canon 100-400 IS is also pretty good that's more or less in the same price range as the 400mm prime. My personal favourite is Sigma 120-300/2.8 OS. With 1.4x or 2xTC attached I get longer rech on my Canon 7D (same sensor as your T3i) which is very good for birding. Without teleconverter (Canon call it extender) I can use wide aperture (F2.8) for outdoor portraiture. This is a very versatile lens but heavy (about 10 lbs), I consider this is the best $3000 lens right now:
