Well, cropping can be seen as an extension of focal length, so if it is your intention to crop, then this has to be considered. The basic rule is 1/focal length * crop factor. For 24mm focal length and an APS-C sensor this means 1/35s minimum shutter speed if everything else is steady.

If you're in a moving bus, the story is of course completely different. I'm not quite sure what "1/4 meg" is in focal length, but if I'd assume that because of your crop you have focal length of 100mm (35mm equiv.) than you'll need at least 1/150s.

So cropping sure boost shutter times.
