I've owned at various times:

70-300mm EF IS (non-L)

70-200 F4 L

70-200 f4 L IS

Kenko Pro 300 1.4X

Canon 1.4X II

I found 70-200 F4 L IS to be markedly better than the non-IS. It worked OK with the TCs (gotta say I really don't like using a TC). It was as sharp at 200mm @ f5.6(i.e. wide open w/1.4X) as the 70-300 at 300mm- f5.6.

Both improve a bit as you stop down 1/2-1 stop. But then it's an f8.My experience with TCs is that they are VERY lens specific (generally are better with prime and long focal lengths). But, for occasional use on the F4 lenses mentioned, it's an OK solution. The latest (and considerably more expensive) Canon TCs are superior.
