So I could crop my shots and end up with the same thing ?

Yes, technically. Here are two photos of a stuffed animal about the proportions of someone's head. One was done with the 45/1.8, the other with the 12/2 and cropped (camera didn't move). Which is which?

But realistically speaking, you should definitely use a longer focal length for portraits. The crop from the 12mm shot I used here is tiny. 640x640 pixels from a 4000x3000 original.

Or is the 17mm more adequate for taking shots of people / portraits ?

If you're capturing them in a larger scene, maybe. If you want them to take up most of the frame without cropping 90% of your pixels into the trash then you don't want to use a 17mm lens. In general when taking pictures of people don't stand close to them.
