Isn't that simply the definition of QE? Or at least the effective one used and calculated by everyone?

Yes, kind of. But, there are several implications of the result being discussed. And, those include the notion that one cannot use a detector to measure fluctuations in the arrival rate of photons unless QE is high enough, to pure statistical inference regarding how prior information can make a substantial change in the way we interpret data in a random experiment, etc.
