I think you should ALWAYS turn the camera off before removing the lens. Not just so it will go through a cleaning cycle afterward, but because a powered sensor has a charge, and will attract dust must faster than a non-powered sensor. DSLRs cover the sensor with the shutter, but there's no such protection in a mirrorless cameras.

DSLRs may cover the sensor with a shutter, but m4/3 cameras cover the sensor with a vibrating membrane, which is presumably why they don't bother to close the shutter while changing lenses. It's not that the sensor is always exposed, it's always covered.
