If you have CS5/CS6 running in 64bit mode, then Photoshop will use all the memory that is there.  But, you still have to set the upper limit in the Photoshop Preferences under Performance!  Do not forget to do this!  The amount of Ram is a budget thing.  8 or 16 would be fine.  The more you have, the more other programs can be running at the same time.  Having a scratch disk that is not your starup drive or your storage drive also helps.  Get 16 gig or more if you have the money, and upgrade to CS5/CS6!!!
