No, that wouldn't explain it. Every camera I've ever seen changes the photo (JPEG or RAW) filename onlyif it sees a higher file number in a folder having the same name or if it sees any file number from a folder with a higher folder number, but it's extremely unlikely that if it finds a qualifying folder, that it would only contain a single photo numbered 0001, since such folders would probably contain considerably more than one file. Also, I've never seen any filenames using 0000. When a new folder is created, the first photo saved in that folder should have the number 0001, not 0000. But Samsung could start them at 0000 if it wants to be bizarre.
As far as I'm aware, the EX1/TL500 only creates folders using sequential numbers, but some other, newer Samsung cameras can be configured to create folders using the date, instead. I don't have an EX2f manual so I don't know what folder naming options it has. If it has the additional naming options, it would probably be a good idea if the OP told us what has been selected for his EX2f as well as the actual names of the folders on his EX2f's memory card. They might be options like these : File Name (Standard or Date), File Number (Reset or Series), and Folder Type (Standard or Date). For example, the NX20's Folder Type options are Standard (XXXPHOTO) or Date (XXX_MMDD).
