No - it's not true.

People who live in the same geographical space as the original owners of the atrifacts sometimes ask for them back.

It's bogus though. The people living in eg modern day egypt are no more ancient egyptian than I am an eskimo.

For the most famous case - the Elgin Marbles - they were legitemately bought from the government of athens at the time. That this was not the moden day greeks is true, however it wasn't the modern day greeks who made the marbles.
