Further to Victor's post, my point is that if the instrument is accurate, you will get the same but opposite error for each orientation, what ever the angle of the surface, which has to be flat of course.  This is the way builders test their spirit level, or for that matter if you are buying one from a hardware store.  Of course if there are no graduations to make an accurate measurement of the error, you just have to trust your eye which can be remarkably good at making these judgements.
