I agree that an Intel i5 CPU, preferably a "K" model (so you can overclock it if you wish) makes for a good budget computer.  Some people will advise you to spend an extra $100 and go for the i7 (has hyperthreading).  Personally, the last two machines I've built, I've used the i5 and have been very happy with the performance, particularly with overclocking (I'm running an i5-2500K at 4.6GHz).  16GB of RAM is relatively inexpensive and SSD prices are coming down.  Newegg has been running some sales on SSD's recently.  They have had the Samsung 830 series 128GB (what I have) on sale for $80.  If you're not in a big hurry, just watch the sales and pick up the components you need when they go on sale.  It will take longer (to acquire all the components you'll need), but you can save some significant $$.
