Should I get this camera and lens?

Some suggestions

The 50 f/1.8 isn't a good choice.  A basic kit lens that provides a wide-angle field-of-view, combined with a small telephoto lens, would be a better choice.

Canon includes several accessories in the retail box, including a battery charger, which are listed on the box.  A memory card is not included, because only you know the size and speed that you want, so you'll have to buy that separately.

A small tripod can also be useful, but photography does get expensive fast.  Lenses, filters, tripods, and lighting can quickly turn a $200 budget to mush, even when buying cheap stuff, which usually isn't a good plan.  Buy the minimums that you need now, which probably isn't more than the camera body and a small kit lens, and learn what you need before you buy anything else.
