I toyed with a few of these scammers to get a sense of the process. The way this works in the scam is that PayPal is never involved to begin with. Too messy. The scammer will essentially spoof a Paypal email to you, notifying you that the money's been transferred. If you check your account, the money will of course not be there, and the scammer typically makes up a story like "PayPal won't give you the money until the package ships" or something like that.

Actually Google seems to pretty consistently reject the spoofed emails, so I am assuming it's more effective with Hotmail or Yahoo or AOL or something.
