That definitely sounds like an Apple Authorized Reseller, which is not Apple themselves. They can set their own policies to the extent that they still operate within whatever rules Apple lays down for their authorized resellers.
Because they are not an actual Apple Store, they probably could have said "tough luck." The good news is that they gave you the same treatment that many Apple customers have gotten walking into real Apple Stores. They fixed a friend's Mac that was well out of warranty, and it caused her to loyally stick with Apple for her next upgrade.
