In the hybrid drives, it is the drive firmware that decides what data stay on the flash memory and which get flushed out to the HDD. With Fusion Drive it is the OS, generally the OS knows much more and likely can make much better decisions.

Furthermore, in hybrid drives all data is eventually replicated to the HDD, with Fusion Drive the flash storage provides additional storage space. And since with a Mac mini that is a 128 GB SSD + 1 TB HDD that is an extra 10% of storage is noticeable. And 128 GB is also large enough that a really large proportion of commonly used files will remain on the SSD.
