I often find I want more range than 300mm, so having a 2xTC on the 70-200mm is quite tempting, but I've read mixed reports about IQ with this combo.Or will I find the new 70-300L offers the range without the compromise in IQ? But this is countered by the fact it's not as fast (f5.6 at 300mm vs f2.8 at 200mm and f4 at 400mm).

My other option is the Sigma versions of the 70-200 and 2xTC which would save quiet a bit of £££, but seems to lack the weather-sealing which is one of the main reasons I'm going for the 7D over the 60D...

IQ on the 70-200 with 2x TC won't be that bad, but AF speed will suffer. Will need to stop down a bit for better IQ. If you are only shooting at 400mm though, you might want to keep your current kit and add on a Canon 400 5.6L.

Regarding apertures, note that a 2x TC comes along with a 2 stop loss. So yout 70-200 2.8 will be a 98-280 f/4 with a 1.4TC or a 140-400 f/5.6 with a 2x TC. So you could improve a bit with a 280 f/4 vs 300 f/5.6 (I do this with the Sigma 70-200 2.8 OS and 1.4 TC)

Weather sealing is another story - while the 7D is dust proof and weather resistant (and certainly better than the 60D), it's not perfect and shouldn't be used in heavy rain without a sealed lens.

I've been very happy with the 7D & Sigma 70-200 2.8 OS combo, and find 280mm on crop to be enough reach for most things (448 FF equiv). You'll need a dedicated super-tele prime to improve on that combo.
