Waterfall questions


I was in the NC mountains a few weeks back for the start of leaf season and was trying to get the slow pictures of waterfalls- giving them the smooth water effect (had a good time trying).  It was an overcast day, but in hindsight I see that I had the ISO too high (400).  I was using the exposure button on the D80 to make the scenet darker and maxed out on it so could not make the shutter speed slower.  Is there a preferred shutter speed?  I assume that I need a one or more neutral density filters to pull this off.  What level of neutral density filter should I start with?.  Are any makes better than the others?

Attached are the attempts at various waterfalls near Highlands, NC.  Any other suggestions?
