Depends on your plans, have you been there before?

No, Its my first time in Japan and Asia.

While I have not visited Kyoto (it is on my list), I have made several trips to Tokyo. Plan on lots of people, narrow streets, tall buildings and in many cases, dim light (due to building shadows etc). You will for sure want something with good wide coverage. Primes would be nice if you are there for a photo trip and can move around to compose your photos/get the right 'view', but if you are with a group and touring around and not specifically looking for the best photographic vantage point, I'm not sure I'd take the primes along. Save the weight.

Wish I could offer more advice on Kyoto. Have a fun trip.
