I've taken the 55-250mm to sporting events though and gotten great photos with it. It's nice, light and compact. But if you don't mind the weight, the 100-400L would be better.
Don't feel guilty about enjoying the race and photography. You can do both. You don't need to take photos every lap, but it would be nice to have spectacular photos to remember the event by so I say go with the 100-400L
I agree with Brian: get the 100-400L. Last year I had occasion to try the EF-S 55-250 at a track in San Marcos. I was panning some amateurs on the track at 60-80 mph and the AF of the 55-250 just could not keep up.
If you want good shots, get the "L"!
