Is there a shutter speed at which VR is useless? This is for shooting sports and fast action.

VR is useless where the subject is moving quickly as a fast shutter speed is required. VR only compensates for your body/hand movement when hand holding the lens, contrary to the apparently widely held belief that it will somehow produce a sharp result of a moving subject when a slow shutter speed is used.
