Yes this is fairly normal for the 5D3.  There was discussion about this way back in the first month of release.  The consensus was that although the 5D3 would take longer, once it said it was in focus, it was in focus.  The 5D2 in my comparisons back to back would either say it was focused but really wasn't or would fail to focus where the 5D3 would be able to.  Have you tested in the exact same conditions back to back with the 5D2?  The 5D3 can focus in -2EV light so better than the 5D2.  AI Servo is probably not truly in focus.  I'm sure if you took 10 shots with OneShot and waited the time for the confirmation versus 10shots in AiServo and closely compared them that the One Shot ones would have a higher % of in focus shots.
