The Tokina is very, very nice. Low distortion, fast, reasonably sharp, sure there's a lot of flare but it looks cool. CA is bad, but can be dealt with in post. I think I prefer it to the 17-40mm f4 L, which I use now that I shoot full frame. Nice build quality, too.

Haven't used the Sigma but I can easily recommend the Tokina. Decent for night photography handheld (if you plan to shoot on a tripod not as big a deal) because it's wide and fast.
