You may already be doing this, but I have a 100-300mm and I had a 45-200mm and one thing I've noticed with the OIS on both is that I need to give the IS about 1 second between when I half press to focus and full press to release the shutter in order to allow the IS to lock in. I do this whether I'm in mode 1 or 2. I believe I got this habit from Nikon users who told me their IS functioned better after being allowed to seat properly by delaying the shutter press--I've found it does seem to help, though I suppose it may be that the 1 second delay allows me to better stabilize myself.
