You don't need quite such a slow shutter to get notable rotor blur. My point was more that the image shows definite motion blur, which is somewhat less desirable.

A wider aperture and higher shutter speed would still have given rotor blur, without the dust or camera blur issues.

Its a tricky balancing act though.
