Besides auto flash, always off, and always on, there is also a "Slow Synchro" flash mode, which Sony describes as follows:  "Flash always operates. The shutter speed is slow in a dark place to clearly shoot the background that is out of flash light."  In other words, I guess, the shutter will remain open long enough to correctly expose the background that's beyond the reach of the flash.

This mode illuminates the subject near the objective, and also take a photo with a long exposure time, so you'll need to be still enough to avoid blur. Taking photos in this mode will do the same (i guess I'm right on this) that Rich is saying. When using this mode, you take photos with good exposure in the background and subject is lightened too.
