I don't think the cap lens and the 14 mm Panasonic target the same use at all, so it is a little beside the point to compare them.
Modern cameras and lenses are very good. One side effect is that pictures lack "character". Character comes from flaws. Bokeh is a flaw. But the flaw must be without flaws: heaven forbid the blur discs are not completely round and even.
To add character, people use "art filters" or intentionally bad equipment like the Holga, or old 16 mm C-mount lenses. The cap lens fits into that category. Put this thing on a cheap e-pm1 body and snap pictures from the hip. Then sort through the hundreds of pictures to find a few that are technically acceptable and aesthetically appealing.
