Because majority of cameras have a shutter as sensors perform better when the sensor is able to be cleared in darkness, if not you get issues of heat build up, noise, banding, blooming and tearing in the images. All of the mirror less cameras have shutters as well, and most compact cameras have leaf shutters.

A weather sealed ultra wide, is that too much to ask?
