No, you are not loosing half of the blue part of the spectrum. As I posted, if there is no blue, there is no blue, and so the histogram will not show a broad distribution. The three histograms, R, G, B do not have to look the same at all. If you take a picture in a red room, only the R channel will have a broad distribution, G, B, will have little. If you take a picture of a blue sky, only the blue channel will have a broad distribution, R, G will have not much.
I guess I need a bit of histogram education. So... If there's little or no blue in the actual scene being shot, then why when I compensate the Blue in-camera adjustment does the blue become nearly complete - still somewhat shifted left but complete? Is the camera sort of making the Blue spectrum up on a whim?

the picture above does have blue, but just not as "STRONG" (intensity) as the red and green channels. boosting the blue, will shift the histogram to the right, that's all, it doesn't make it "complete". I'm not sure what you mean with complete anyway.
you should use the histogram to make sure nothing is lost on the right (overexposure), that's what it's used for.
