If it were me, I will use f/11, iso100 (if possible) + 1/8s - 2 f-stop over becomes 1/30s.

1/30 --> 1/15 -> 1/8 -> 1/4- > 1/2 -> 1 -> 2 -> 4 -> 8 -> 16s, with 9 f-stop ND, in theory.  But in practice, there is a "scale of diminishing return".  So you "may" expect 8s.

Here is a picture of Panda Waterfall, Jiuzhaigou, China, taken at 0.3s, fall.  There is very high DR, 2pm very bright sunlight (top left) , under a little cliff almost completely dark (top right), handheld against a tree trunk, with zillions of tourists, pushing me around.  Not the best photo, obivously.
