Minimum working distances:

So I guess you did your homework there (or got lucky ).

Most DSLR macro lenses ~ 9-15cm

Sony NEX system (E mount) I believe has only one macro option, the Sony E 30mm f/3.5 macro with an "MFD" (probably MWD) of 9.5cm.

In conclusion, compacts or bridge cameras allow you to get much closer (but not as much as the values suggest since the lens-to-sensor distance is shorter and the sensor smaller).

It may come down to how much depth of field you're aiming for. Compacts tend to give large DOF, DSLRs imo are more interesting for situations where you want low DOF (sticklers note, I'm talking about f values rather than contradicting optics theory!). And you're right in noting that anything other than a used DSLR+macro would break your budget. Depending on your geographic location, you'll have to avoid ebay and be prepared to haggle to get a realistic price on a used DSLR. Even so, the lens would be a heavy component in such a budget.
