500D scroll wheel stopped working

The scroll wheel (next to the shutter release button - not around the 'Set' button) that enables me to scroll through shutter speeds, F stops, ISOs, AF points etc etc has just suddenly stopped working.

This means I cannot use any of the 'creative' modes, CA, P, TV, Av, M or A-Dep, only 'Auto' modes. I was taking some shots in the Yorkshire dales, scrolled through shutter speed the wrong way, got to 15" before I realised, stopped, turned around to speak to someone, turned back, nothing. nada! now it's stuck on 15", F22 at ISO 100. can't budge it! I have also gripped it to see if the grip wheel works, but no.

Anyone heard of this before and what can have caused it?
Can I fix it?

[PS - I have read on some forums that this has happened when people have dropped their camera into Water, but this did not happen to me]

Canon EOS 500D (EOS Rebel T1i / EOS Kiss X3)
