Dust or Oil on D600 is this acceptable?

NO, this is not acceptable. A brand new camera should be pristine right out of the box. Unless you did something bizzare to it before mounting the lens you should see none of this.

And you should not have to do a wet clean to a brand new camera.

I am on my 3rd digital SLR and, after 70,000 images, I've never had to do a wet clean. I test my camera before every important shoot for dust on the sensor. If I find anything (usually don't) then I blow it off with a Rocket Blower. Never had to do anything more than that.

And with the built-in sensor cleaning routines I find that I'm cleaning my newest camera (D700) far less frequently than my previous bodies (D200 and D70).

So, NO, you should not accept this debris on your sensor. If you cannot blow it off, I would seriously considering returning for exchange.
