Well the guy was right. Non functional requirements should be specified and documented just as thoroughly as functional requirements, and product owners shouldn't just assume an application is fast, runs 24/7 without hiccups, can handle millions of concurrent users etc. And NF requirements should be tested just the same as Functional ones.

I thought speed was a functional requirement.

I've seen functional requirements that stated stuff like "...the result of the calculation must be rendered on the screen within 600ms of the button being clicked ...".
