So 1:2 is enough for me. If this is the case, will those china made 2x telephoto Len converter attached to my kit lens be able to product the same effect as the macro lens.?

Since you are new to all this, I would recommend that you find a cheap Canon FD 50mm f3.5 Macro or a Minolta MD Macro-Rokkor 50mm f3.5 and the related adapter. These lenses can be found for under 100$ in good condition, and the adapter for less than 50$.

An other possibility is to purchase an achromat close-up lens, such as the Raynox 250 or the Marumi 330 to screw on your 18-55mm lens.
