Carrying loose batteries in carry-on baggage

Sorry for a dumb question....

Will I have any problems to carry a few spare Canon batteries in my carry-on baggage on US airlines?

I understand that according to the TSA regulations of Jan 2008, I am not allowed to put loose batteries in checked baggage. But what about carry-on? Should I insert batteries into a recharger to make then "un-loose"?
