Need help deciding on a camera

Ok I have 500$ to spend.

Here is the criteria below.. Please help me if you can. I'm very confused right now.

1.I want a relatively small camera. NOT DSLR size.
(this will be for traveling and vacations in Orlando)

2.I would like it to have a fast lens for low light. preferable F/2.0

3.I want it to have full manual control over most settings and preferably some customizable buttons or wheels

4.I want it to shoot video too. Preferable 1080p, 60P and 24P and any other variants.

5.I don't really care about zoom. Zoom is optional.

Small, Full manual, many video options, fast lens. 500$ budget

The cameras I've seen are these:

Sony HX20V
Panasonic LX7
Nikon D7700 (not for sale yet)
Samsung EX2

None of them really have everything I want.

The Samsung looked the best but people in reviews say that none of it video options are manual.

The sony HX20v has a very slow lens. F/3.5 I think, full open.

Please let me know any suggestions.

I am new to photography / cinematography and I need a good camera for the cost.

P.S I would even consider a micro four thirds or an APS-C if it was small enough and had the feature I need.
