Why won't the D600 have better high ISO performance than D800?

Why won't the D600 have better high ISO performance than D800?

According to Endgadget:

"Nikon told us that the D600's images are "almost" as clean -- suggesting there's some mild disadvantage in this respect, despite the fact that the D600 has far fewer pixels crammed onto its sensor."

I am wondering why that would be the case, since the sensor is at least as new, or newer than the D800 sensor, and must have larger photo sites. What would be the reasons it would actually have worse high ISO performance?
