One shot: 55-250 at 250 or 70-200 at 200 crop?

One shot: 55-250 at 250 or 70-200 at 200 crop?

I have an occasion coming up to go get a tele shot I want. I use a 50D, and I can use either
a) 55-250 IS, @ 250
b) 70-200 f/4 non-IS, @ 200, then crop a bit

Assume the f/ is the same, call it f/5.6. I expect to be able to use my tripod.

I will not have the opportunity to do test shots and get on a computer and process the shot both ways and pick the better. It isn't a static shot so I can't do it both ways and bring both home. This isn't a great shot, much less a one-in-a-lifetime shot, just something I want and I thought that I would at least inquire to see if there is an obvious preferred choice.

So the tradeoff, is the increased resolution of the better lens offset by the need to crop?

I presume that the IS lens is better if handheld, but, actually, if I can get a shutter of, say, 1/640, as I expect to be able to do, which lens should I choose for a handheld shot?
