Yes, it looks scratched. However, before you decide if you want to return it, try a light wet cleaning.

I have a 100-400 lens I thought I scratched when I was putting the lens cap on quickly and firmly when it suddenly slipped and the edge raked across the lens. When I looked at it I was sure I scratched it. A brief dry wipe had no effect.

I lived with that “scratch” (with no affect on my pictures by the way) until I had to clean my lens a few weeks later. To my surprise, along with all the other junk on the lens, the scratch came off and that lens element was again pristine.

I am just saying if you are not sure, clean it and see what happens. You will either confirm is blemished in some way or eliminate those scratch-like streaks you are seeing. Then you can make an informed decision.

I started in the 50's - my first picture was taken with a Leica and hooked me for life. I no longer use my Leicas, but I am still taking pictures. Some things never change.
