Nikon SB-800 Speedlight Flash problem, need help fixing

My SB-800 Flash has recently stopped working properly. All pictures taken are very underexposed. No matter how I change the settings on my camera or boost the power of the Flash, the pictures are underexposed. I have used this flash for several years on a Nikon D70 and for the last two years on a Nikon D3100. I am used to getting amazing results but it seems now that there is a problem.

I have reset both my camera and the flash.
I have switched the camera to AF-S focus mode.
The batteries in the Flash are fully charged.

The wide area auto focus assist light appears to be working (or at least illuminates).
The flash turns on.
The flash fires brightly.

I'm not sure what else to check to see if the problem is with my camera reading the flash, or if the problem is with the flash. The onboard flash on my Nikon d3100 gives good results making me think that the problem is not the camera.
