Lower ISO does not mean less noise. So far as teh photon shot noise is concerned, which is the major noise, it is exposure which determines the noise. Hihger exposure - less noise, lower exposure more noise, simple as that. 'ISO' doesn't affect that component of noise at all. The other bit of noise, the read noise (or shadow noise), sometimes gets lower as ISO is raised. There are just one or two cameras (none of them DSLRs) where raising the ISO raises the noise.
