In most places temperatures could be a problem half of the year at most and cooling sensor would have visible effects only at high ISO in low light, again only part of the time when taking pictures. But IMO biggest obstacles should be power usage and condensation buildup. You would also need some heatsink to dissipate heat, making camera more bulky and then you would have very hot to touch heatsink right on the top of the camera. Not a good thing for general use camera and as you already mentioned, it is used in astro photography, since it's needed 100% of time and extra bulk does not really matter here, since you would be using some very long lens or telescope.
